Bill
GENIUS Act
Details
The GENIUS Act of 2025 proposes a regulatory framework for payment stablecoins. It defines permitted issuers (insured depository institutions, their subsidiaries, and approved nonbank entities) and mandates 1:1 reserve backing with specific high-quality assets. The bill outlines federal and state regulatory oversight options, sets requirements for customer asset segregation, and grants stablecoin holders priority in insolvency proceedings. It also clarifies that regulated payment stablecoins are not considered securities or commodities under various acts. The bill designates issuers as financial institutions under the Bank Secrecy Act, requiring compliance with AML, KYC, and sanctions regulations to prevent illicit finance and safeguard national security. It also reinforces U.S. leadership in digital finance by supporting innovation and ensuring the dollar remains competitive in a rapidly evolving global financial landscape.

It’s a real issue that I’ve got ideas around that we need to pull together an international agency that can deal with all things tech… crypto, ai, social media, the internet as a whole. This is the best way to structure regulations and get the best talent. I’m working to try to build something out to protect us because the internet is becoming extremely dangerous (not to pretend as If it hadn’t already been).

In front of the full @HouseAgGOP committee, I dropped an amendment to strengthen regulatory enforcement, increase transparency of the crypto industry. It would add additional customer disclosures so people know what they're investing in. Today, it passed House Ag! #CrockettOnCall

While @HouseAppropsGOP Agriculture Subcommittee is trying to cut funding for @CFTC and digital asset regulation, @HouseAgDems are working to regulate the crypto industry to protect consumers & investors against fraud. Making rules without funding enforcement—make it make sense!
